International agricultural research is critical to solve the global food crisis and reduce rural poverty. After years of neglect, the World Bank has revisited its agricultural policy and emphasizes the crucial role agriculture plays for the development of tropical and subtropical countries. In its World Development Report 2008, the Bank highlights the importance of science and technology and the benefits of enhanced agricultural germplasm for the poor. The CGIAR system ensures continuous improvement of these vital genetic resources. In addition, it advances alternative technologies, methodologies, and policy recommendations that help achieve food security and reduce poverty in developing countries. I request USAID to reconsider its funding policy and increase the funding of the IARC rather than cutting it back. |
704 |
Dr Amy Pedersen |
The proposed cuts to the USAID and particularly the CGIAR system are misplaced attempts at budget cutting. Given the current food crisis that is currently plaguing people around the world; we as a nation should be increasing funds that will help increase yield and success of agricultural crops, especially those in the developing world. I strongly support this proposal, and hope that it will make a difference. |

The US has consciously reduced its support for CGIAR during the past decade, and we now fall behind the rest of much of the developed world in our contribution level. However, the importance of these institutions in reducing hunger and malnutrition has increased as the global population increases and our resources are more limited. This action is reprehensible for a nation of compassion that attempts to take leadership against terrorists and in favor of peace. |

There is no doubt that there is a need for international agricultural research. Though the CG's have their issues, the solution is not cutting funding. There is tremendous evidence that every dollar allocated to agricultural research pays, and probably pays better then every dollar paid for arms. |

It is essntial that the developed countries support the CGIAR centres to ensure future food security. THE CGIAR centres have an excellent record of developing new germplasm, coupling theor traditional expertise with post genomic technologies will ensure success in food production. Food stability is an essential pre-requisite to political stability and sustainable development of nations. |

The need to commit funding is clear. What is not clear is why the decision to withdraw funding was made in the first place. If there are well informed reasons to suggest that the value of the investment is questionable then these should be articulated clearly and positive action (not negative as in withdrawal of funding) taken to turn this around. In my experience the scientists in CGIAR centres are hard working and highly motivated - but there may be a case to look at productivity and remit in some areas in order to focus and increase delivery. |
